It is unclear which Japanese manufacturer produced these tuning keys, and they are fitted to instruments from various makers.
As fitted to Matsumoku-built basses branded: Aria (1820), Epiphone (1802T / ET-280), Shaftesbury ...and most likely others.

The headstock reverse of a 1971 Epiphone 1820 bass. The closed gear tuners used on this bass appear on numerous Japanese instruments of the period. Note the angled metal keys. There seem to be several very similar variants of these, and many Matsumoku basses have very similar tuners with black plastic buttons.

Matsumoku Epiphone bass headstock with tuners removed. The tuning key ferrule has an inside diameter of 10mm, outside diameter 12mm (14mm above the post hole), and a peghead hole a shade under 12mm (11.5mm-11.8, so a pretty tight fit!).
